is there a way to adjust a transmission belt on a 1998 toyota rav 4 automatic

I doubt it very much , once they start slipping you'd better take to a shop to see if there's any hope or have it rebuilt , it's not a belt it's a band that grabs a canister to engage sun/planetary gears , far as I know

CVT's have a belt but they cannot be adjusted. You have an automatic, not a CVT.

I think you have top go back aways for adjustable bands , old mopars come to mind may be some fords
