For a Toyota Tercel 91, Would the motor being damaged for lack of oil? Or there is a safety device protecting the car?

While driving, the motor begun making a sound like crushing metals and then stop working.  Afterthat, it does not start any more but all the lights in the dash became "ON".  I checked the motor oil and it was almost empty.

Absutely yes your engine can..better yet will-- be damaged for lack of oil. The 91 Tercel does not have an engine-saver shut-off for low oil. It only holds 4 quarts to begin with and 'almost empty' means it had only 1 or 2 quarts in it, and I'm afraid your motor may be toast
