2004 3.8 Impala HVAC System Failure

I have a 2004 Chevy Impala 3.8 (VIN-K) that is only blowing out cold air on
both passenger and driver side.

When the Temperature control is turned to hot, there is no noise of the
motors switching, thus the car remains stuck in AC/Cool.

Fan Speed Control - Works
Mode Selection(Defrost, upper, lower, etc) - Work

With the research I've done I've come to these points of failure, with
questions...

Blend Door Actuator - Makes sense, but if so, how many do I need to buy?
I can't seem to nail down the correct number (assumption is 2),
additionally, is there a difference between the "drivers side" and
"passenger side" actuator parts?

Air Flap Actuator - AC Delco 15-74122
Can't find any info on this guy, what it really does, or where it's located.  
Could it be my problem, and if so....where is it in the assembly?

HVAC Control Panel -
It should be noted that the lights in my current control panel do not work in
the temperature control area. This is what draws me to this conclusion of
this part possibly being bad.

Any advice would be appreciated.  I would prefer not to spend more money
than I have to, and buy parts that I don't need on this issue; or have to
mess around with a goose chase of taking my dash a part a couple times
to replace different parts.

I do believe you are on the wright track. The parts store can tell you how many actuators are in the car, and I believe the AC Delco part would be the same. The temp. control unit is easy to take out, check for a bunt bulb.

Also the parts store would have a picture of the item in question, some times I know what the problem is and just having the part in hand helps locate the one I want to replace. These parts would be under the dash.
