I have a shift problem

I have a f250 7.3 2001 it shifts fine if I’m
driving normally but if I go to pass on the
expressway and I reach about 3000 rpms I
lose power it will not rev higher until I let off
and then it will shift

I believe the governor kicks in at 3,200 to 3,400 rpm. Diesels do not rev like a gas engine.
