03 mini van lights all work had someone hold key on start while I tested the starter there was power to the starter but no power to the start side of the selinoid no crank I also tried to jump start

I tested the starter no power to the start side of the  selinoid no power no
crank no start new batt

So power is not getting to the small wire on the starter solenoid. So it could be the ignition switch or the neutral safety switch. First try moving the shifter up and down and try starting it. Also on the neutral safety switch most of them can be adjusted.
