Sounds like you have more than a power problem to the TPS, I’m thinking maybe other sensors have power problems, misreading or have gone bad. Any codes?

Check your coolant temperature sensor. Black smoke is too much fuel. If the coolant temperature sensor is telling the computer the engine is colder than it really is more fuel will be put into the cylinders than needs to be. In the winter it won't be too much of a problem. But in the summer it will be. If you have a temperature gauge, is it working? If not, does it stay on cold? If so that's another indicator of a bad coolant temperature sensor. Is your check engine light or service engine soon light on? If so, get the codes out of the computer and see what they tell you. This is an OBD I vehicle so getting the codes might be a little tricky. But a smaller independent shop may still have the equipment to do it. Jim
