If everything electrical in a 1999 F-150 appears to shutdown, is the problem a fuse/relay?

I attempted to start my 1999 F-150. When I turned the ignition switch, everything electrical appeared to shutdown. In about 5 minutes, the dome lights came back on. I attempted to start the engine, and the same thing happened. I waited another 5 minutes and the dome lights came back on. I attempted to start the engine and the same thing happened a third time. This time, nothing electrical appeared to come back. The battery is new and not discharged.
