Replaced both batteries, truck won't start voltage drops from 11.9 to 10.3

Truck wouldn't start  replaced both batteries, repaired one
pos terminal. Still no joy

11.9 volts is quite low. I would charge them up and also have the alternator tested.

I agree with F_O_R , Has to be a problem with the charging system What is the input voltage to the battery when it's running it should be about 14and 1/2 volts if the system is charging properly
