The hot wire for the low beam on that side is grounded out. You'll have to chase the wire and cover any bare spots.

Check the wires from the socket, back. Don't use SilvaStars, they draw too many amps, will melt the wires. Gauge of our wires is too small for this application, so unfortunately, this is common. Use a standard old bulb, or if you have the right light housing (projector or Halo), switch to HID or LED which draws very little amps.
