no power to tail lights, bulbs and fuse okay, instrument panel fuse keeps blowing, cruise control

You're going to have to take this to a dealership to diagnose. It sounds as though you may have problems with your ECM or BCM. This is a job for a service technician, it's not going to be something easy, that's for sure.
