You could have a short in your brake light switch mounted under the dash, on your brake pedal. Also, check your bulbs as it's possible a broken filament could be shorting out the bulb inside. You may also have some wires grounding out, so try to trace their path to the tail lights & make sure the wires aren't bare or cut anywhere. Start with the bulbs first, then the wires, then the switch. A 12v test light will help you test the switch.
