Chevy 2002 S10 extended cab having issues up hill, and starting

My boyfriend has a Chevy 2002 S10 extended cab and while driving especially uphill
the truck seems to make a noise comparable to a hard shift of gear... Also more often
than not his truck has issues starting up.  Sometimes i tell him to gas it a little and that
works, this evening his truck wouldn't start shortly after this had occurred earlier (about
3 hours in freezing cold Wisconsin), his battery was recently replaced and his fuel
indicator is broken (i don't know if that makes any difference, moreso the fuel indicator)

PLEASE HELP

forget the indicator ,no relationship, just carry a qt of fuel in the back of the truck bed for run out of fuel, you could try a better octane of fuel for a run or two, product; seafoam $8 does help this issue on most,half in tank and half drawn in intake while revving a little while at operating temp.
