Neighboer has a 2003 chevy s10 4.3 vortec wont turn over

shrs been having problems starting the truck she would have to turn the key
for 2-45 min sometimes to turn it over she had the starter replaced new
battery and everything  tested a shop charged her an are and a leg last week
wouldnt turn over i looked at it security light was on ignition cylinder was very
loose. I replaced  the ignition cylinder and relearned the keys(passlock 3) still
wont turn over any ideas

The security light will still let it turn over, it just won't let it run. It's usually starts for 1 second then dies when the security takes over. Check starting fuses. It's not getting power to the starter solenoid for some reason
