2003 chevy s10 wont downshift

4.3 v6 and wont downshift going up hills on the interstate. goes through all other gears just fine

See if there is a vac mod on the tranny. Maybe that or a vac line

You were on the right track. Actually the catalytic converter went bad and wasn't getting enough oxygen to the engine or torque converter.
