Brake lock

Without applying pressure my
brakes will lock up. Has done it a
few times. What could be
causing this.

calipers may be binding , there's nothing to retract them once pressure is applied they just relax , when I do brakes I lift the boot for the cylinder and shoot some penetrating fluid in there before I compress it . some have said that's nuts but I've never had a problem, .
