99 Chevy Express 3500 won't crank

I have a 1999 Chevy Express 3500 can.  The last
time I drove it, the van would take a while to catch
the speed I was going.  It would idle high but
wouldn't accelerate much.  When pressing gas, van
would make a whistling sound.  Now van will crank
but won't start.  Changed mass air flow, and entire
distributor cap and rotor assembly.  Could it be a
fuel pump or possibly spark plugs and wires?  
Please help

Sounds like you may have a blocked catalytic converter.

Thanks Gary. You may be right. I'm going to check out my catylic convertor. I noticed there was a loose bolt on my exhaust which could have exposed it to dirt and other particles over time. I appreciate your help!
