Is the fan blowing and the air is just not cold? Or is the fan not blowing?

The fan is blowing at all speeds.Air is not cold.
i am not a vw repairman but it sounds like a leaking compressor, try stop leak FIRST,because u dont wanna have to buy a new or even used compressor cause they are expensive but mainly they are a real bitch to get to.You have to take ten things out to get to it.I got a 99 too.

I was looking at the location of the compressor. It does look difficult to remove & install a new one. I do believe you're correct in that the compressor is bad. Thanks for your response.
