1996 and newer should be OBDII
OBDII is the second generation of on-board diagnostics. It is likely that it is a 12v (12 valves in the cylinder head) if it is the US spec GTI of that year. That's rated at 172hp. It is possible that a previous put a newer 24v (4 valves per cylinder) engine in the vehicle. That engine is rated at 201hp in US configuration. All of the particulars of your vehicle should be available from decoding your VIN.
it is not a 24V they didn't make the 24V till half way through 2002, I have one of the first 24V and mine was made sept of 2002, you have an OBD2 12V VR6.
Still...170hp is a decent starting point. cold air intake, free flow exhaust and some other tuning tweaks should get you close to that 200 hp point...all in a nice, neat package..... great choice for a first car.
I have a friend with a 98 Jetta VR6 12V, did a cold air, full 2.5 inch ehaust with headers, and did an ECU reflash tune, it was most definately more peppy.
