P1223 VOLKSWAGEN - Cylinder Shut Off Exhaust Valves Open Circuit.... Possible causes Faulty Shut Off Relay Shut Off Relay harness is open or shorted Shut Off Relay circuit poor electrical connection......I do not see a p2128 code listing.
