According to http://www.aglautony.com/1998-Volkswagen-NewBeetle/Used-Car/Latham-NY/2666239/Details.aspx you car has rain-sensing wipers. They come on automatically....somehow. I suppose, this is a guess now, by detecting water in the wiper 'parking' area. If you have water not drained, or this actually happens during rain, there you are. Or a faulty sensor.

This is a rain detector. Cost $1.70. No typo, one dollar 70 cents. How reliable could it be?
