I have replaced a fuel pump in a 2000 Volkswagen Beetle TDI and it won't start?  It turns over and sounds like it is
out of gas.

Diesel pumps are a different beast than gasoline pumps. I wholeheartedy recommend you obtain professional help and/or a Bentley manual to properly prime the pump for operation. Operating it without priming can potentially damage the pump.
