Can't get the bolts all the way in to seal the tranny to Engine on a ,1999 tracker. Any tricks?

But shouldn't it flush and washers wont work only makes the gap wider
It goes almost flush and nothing is in the way blocking it
well could you have part of a broken bolt in the hole?
If it is an automatic, the torque converter is not seated and you will damage the pump in the tranny if you continue. Once the converter is in all the way the tranny will EASILY slip in.
I assumed by the model it was a stick? if it is a Auto Don is correct
