Should I use silicone gasket sealer when replacing the valve cover gasket

the car is leaking on the drivers side.

You can. If you get a rubber gasket you should be fine without it, but with cork I would recommend using it.

When charging the valve cover gasket on a madza cx7 07 do i need to use silicone on the gasket

Use a very thin layer of silicone without any extra that can end up plugging up oil passages.
