What is wrong with my windows?

Question type: Maintenance & Repair

From the driver door window switches I can activate the passenger window
and both rear windows. I cannot activate the passenger window from the
passenger door switch. All but the driver window go down when the key is
turned counter clockwise. When the door fuses (23 and 24) are removed,
window switches still work. I replaced the window switch panel in the driver
door and it does the same thing (no driver window but will activate all others).
Any ideas
