Poor Gas Mileage Overnight

About two weeks ago my homeowner pointed out
my car was leaking what looked like oil. I had
moved my car since she had pointed out. I went to
investigate and saw what you see in the picture. It is
a tar like substance. Must have been very hot.
Which i have noticed my car blows more hot than
usual, i think, but no difference in the temperature
gauge. I purchased the car back in june with $1000
worth of tedious problems later. Auction guaranteed
with all problems following after experations.
Perfect, now this. Previously I had been getting
around 27.5-34 MPG. I do have pictures. Now even
with just highway traffic I get 21.5.

Does anyone have a sudjestion on what to do or
what the problem is? Would be very greatfull.

The bottom of my engine has the stock plastic cover underneath. I looked a little and didnt see any type of leak. The leak was dead center under the engine. Previous mpg PR attached.

Will do first thing tomorrow. Started my car cold. Havnt pit it in drive yet. After start I had a screech. Now i have a squeeking sound in the foot area passenger side. Very noticeable. Couldnt hear near as much from the hood. This sucks
