2001 GMC Savana 3500 with 5.7L engine has code P0446. The canister vent solenoid (EVAP vent valve) and purge solenoid (on the engine intake) were replaced. They weren't defective. What next?

The canister vent solenoid (EVAP
vent valve) and purge solenoid (on
the engine intake) were replaced.
They weren't defective. I didn't check
that the hoses weren't blocked so I
will so that next. However, could
P0446 also be a defective fuel tank
pressure sensor or carbon canister?
Where are those located?

Tank pressure sensor should be on the tank itself and the canister is between the tank and filler neck.
