The canister vent solenoid (EVAP vent valve) and purge solenoid (on the engine intake) were replaced. They weren't defective. I didn't check that the hoses weren't blocked so I will so that next. However, could P0446 also be a defective fuel tank pressure sensor or carbon canister? Where are those located?

I checked and replaced the evap vent valve and purge solenoid. The lines appear clear. There is 12v at the evap cent valve connector (disconnected from valve) but as soon as I connect it to the valve voltage drops to 0.1v. When does the EVAP do the self test? I want to make sure the computer is applying power to the EVAP vent valve wen I check for voltage. Can I use a scanner to make it so the EVAP self check? I suspect these but don't know how to check them: - gas cap? - charcoal canister? - engine computer? - EVAP fuse?
