my 2001 gmc sierra barely turns over. once started if i shut it off it will start no problem. if i wait 10 minutes it barely turns over. what could be causing this

battery is fully charged and starter is new

changed the starter relay in the main fuse/relay box in the engine compartment. You can test to see if this is the problem by swapping the starter relay with the headlight relay in the same box.
