My alarm system locks up my engine it wont let my cae start

Find the fuse and pull it and see what happens. Otherwise just find where the alarm is coming from and cut the wires. Make sure to tape or wire nut them up so you don't create a short circuit and start a fire. The other thing you could try before you do all of that is to hit that red button on your key fob and see if that works.
Dissconect the negative cable from the battery ... wait about a minute .. reconnect and try to start. If it still fails to start and you are convinced it's the alarm ... try another key (if you have one). Word of advice,,, you need someone who knows what they are doing to bypass anti-theft. The alarm is not a simple fault signal ... it is a pulsed code that you can't jump out because the computer is looking for a pulse not a steady signal. On some GM's there is a wire your can cut that will deactivate it however ... I know of one person who cut the wrong wire and set the airbag off. Some good Locksmiths can help you
