Acctually let me say whats going on i turn my car on and it stays on for like 3 secs then turns off because it blows that #33 fuse. It was showing a p0481 code but as i was checking the different things wrong with this code I guess it went away. But I still have the fuse blowing out? The car starts fine idles fine for those 3 secs but then cuts off. All electrical components work except for the DLC when it does blow out. It doesn't give power to power the scan tool tha I have

More than likely this problem either presents because the ABS module, OBD connector, or the engine computer itself (or wires leading to one of these) are shorting out against a ground. In my case, my engine computer appears to have gone bad. I had this 10A fuse blow, replaced with a spare 15A, and the next day while driving on the highway, the diagnostic lights went crazy, i lost acceleration, and then the engine died. The replacement fuse hadn't blown, all electrical instrumentation, windows, and lights worked but my OBD reader couldn't get a connection to the ECM/PCM (computer), so I'm likely looking at a bad computer which doesn't surprise me because the housing for it is pretty rusted. Should be a $50 part at a local scrapyard. Hopefully that helps others out. FYI, jumper 33 is labeled: ABS MOD/J1962 Conn/PCM
