Overheating still

I have a 99 Saturn SL1 with 173K miles. I have
replaced the radiator and cooling fan. When sitting
in slow going traffic the car still starts to get hot.
Also replaced the thermostat. Once driving about
45 mph the gauge goes down to normal operating
temp. Any idea what is causing this?

Was the cooling system purged from the air pockets when refilling it with coolant? If not here is how to do this... www.youtube.com/watch?v=zUpXgAJ1gjU
I'm not sure about that so I don't know. I checked the coolant about a week ago and it looked nasty with some clumpy stuff in it, so I assumed it needed to be flushed.
It is important that the cooling system was purged from air. Also if the coolant was that bad, the water pump impeller may be failing.
