sl series 1.9 liter motor wont idle down from 2000 rpm

have tried replacing many sensors and nothing worked could the catalic converter cause
the issue or could it be the computer?

If there is no engine light,,,, the catalytic converter could,,,Also it could be the electrical wiring to the idle air control.,,,I know it sound like bitch,,,, I have a 1999 Saturn,and I just found out on my own...
