The starter is only one electrical component on the vehicle which might be responsible for the power drain. But since disconnecting it does not relieve the power drain, it is time to focus on other electrical components or the wiring system(s). If your current drops that much you must get a pretty big spark when you connect the battery wire. Since most systems on the vehicle run through the TIPM and would simply blow the fuse, I'm guessing you have a wire problem....a short or a ground caused by damaged insulation on a wire or wires. These can be difficult to track down. some are simple to find, some are difficult. Unless you have the right equipment as well as background experience and vehicle schematics...sorry to say, but probably need to take it to someone who does.
