I’ve had the same issue with my 98 Sierra 4x4. I believe it has something to do with the vehicle speed. It can engage at any speed, but to disengage, the vehicle needs to be at a stop, or close to a stop. That’s just what my experience has been. I have heard a clicking noise too which Is the relay. I would either test the relay or swap it out with the an identical relay from the fuse box. Best of luck!
