2007 Toyota Camry LE (4 cyclinder) won't start sometimes.

When it won't start, the starter is spinning the engine just fine. It sounds like it
wants to start and run, but doesn't. If it seems to start, engine just shutters
and cuts off. After trying to start it several times, it will start and run just fine.
It doesn't do this every time I try to start the car, just occasionally. It does not
seem to matter if the engine is cold, warm, or at normal operating temperature.

When was last time you had a tune up ? Plugs may be getting fouled out.

Plugs were changed 58,000 mile ago (2.5 years ago), by Toyota Dealership.

Also, Toyota had a recall on 2007 Camrys last February for excessive oil consumption. My camry was using 1 quart of oil every 300 miles, before Toyota fixed the recall problem with new pistons and rings. That repair was performed 6 month ago. Vehicle had 149,000 on it then.

I had no problem starting the car before the recall work was done.

"The starter is spinning the engine just fine". I assume the issue is the engine cranks...but...will not fire up. The diagnostic procedure usually starts with a Scan Tool which will allow us to observe Computer inputs and outputs while the problem is occurring. The Diagnosis then proceeds to checking Spark....Fuel Delivery...and Compression. Absent of this special equipment...you might try this. Have someone attempt to start this vehicle and when it wont start ..smack the bottom of the fuel tank with the palm of your hand. If she starts right up...you might have a bad fuel pump. You might also purchase a Spark Tester and a Fuel Injector NOID LIGHT tester. These are cheap testers we use to check some computer functions. Get back to us for more details.

I took it to the toyota dealership this morning and they came up with a diagnosis code P0171. Supposedly the purge value is stuck open causing a lean condition. They could not nail down the cause of the starting problem, since they could not duplicate the starting problem. Would the purge valve cause the starting problem if was getting stuck closed or open?

I do not believe there is a connection between the P0171 and an intermittent crank and no start. There IS however a connection between a P0171 and the Recall and subsequent repair of an Oil Consumption issue. I'm leaning towards a Fuel/Deliver Issue. Bad fuel pump or restricted Fuel Filter. My next step would be to install a FUEL PRESSURE TEST GAUGE and road test the vehicle.
