What could possibly be the cause of "electric static/shocks/electric wave" under the car hood? i put my hand near the engine or anywhere inside and it feel likes electricity goes into my body

Make sure the engine block and battery are grounded correctly. Put a negative voltmeter lead to negative battery terminal and positive to block of engine and/or bady and see if there is any voltage showing, while voltmeter is set to volts dc
