I just got my 2007 Navigator back from service and the power steering seems to have stopped working. The fluid level was below the minimum and has been filled. Is there a way to check to see if the pump is working?

Sounds like you answered your own question. If P/S tank is full and it's not working then something is wrong with it. If it worked before you took it to the shop then I would contact them right away.
