Noise coming from tire

It sounds like a scraping noise is coming from my
tire no matter what speed I'm going but then as
soon as I come to a complete stop as I'm hitting
the brakes and come to a complete stop the noise
stops does it have to do with my brake pads I'm
not sure please help

Could very well be the brakes, if a caliper piston seal is blown it may not allow for the piston to retract properly allowing a brake pad to scrape against rotor. The slide pins may also be holding up a pad. So it wouldn't hurt to take your car in and have the brakes looked at or serviced.
