The blower motor for the a/c and heater no longer works on the lower settings, but it does
work on the highest setting, do I need to replace the controls, in the console, to correct
this issue, the lights have been going out for some time in that part as well.

The blower motor resistor is bad. Just follow the wires from the blower motor back to it.

I have a feeling the resistor will be located in the console, along with the switches

I have three dials, one controls the speed of the motor, there are three wire harnesses that plug into the back of this console, and you can't access the inside, unless you brake off the dials, and I have tried to pull them off, and they won't give.

The blower motor is usually under the dash on passenger side and the resistor is in the heater box usually no more than a foot from the blower.
