Seat Belt Lock

The seat belt on this Vibe locks and extends when it's not supposed to.
How can I fix it or what should I tell a mechanic to do?
When parked on an incline or flat ground, it doesn't extend out at all. On a
decline it does extend, and it can buckle. It only needs that slight decline.
I don't think it will lock when it's supposed to at a sudden stop either, so I
really want to get this fixed for safety reasons.
