I removed both of my turn signal fuses, but one bulb was still flashing when I turned that side on. Is this normal?

The blinker was flashing rapidly and I thought my bulb was out. I checked the fuses first and the right side fuse was blown. Also, it's blown the fuse twice.

That's why it's blinking fast. Let's you know the bulb is burnt out or fuse. My fuse box got taken off, I'm sure you got the right fuse I'm just putting it back 'cause I don't like my PUBLIC DOMAIN images deleted
