Buzzing sound by flywheel 5.7 hemi

It was making this buzzing sound under the engine
passenger side and then it wouldn't start so I
replaced the starter and it's doing it again sounds
like it's by the flywheel

Check to see if the engine is locked up or seized. The buzzing sound may be the starter unable to turn the engine.
