The car has been sitting for years with a dead battery. I have replaced the
battery but when I turn the ignition I can only hear the fuel pump engage. I
was told it was a security issue and needed to turn on and off the key in some
way.

This is a common GM issue. It is going into antitheft mode like it thinks you are stealing the vehicle. It literally turns off the starter, or the injectors, or both. Google NEWROCKIES Inc. They are a company built around this problem
to be honest, if I had a car sitting round for a while and I went to turn the key, the only thing I want to hear IS my fuel pump, because when I turn my key it activates the ECM to turn on the relay to the pump and it operates ( even though it doesn't take 12v to run the pump). Although the battery and starter are on the same circuit, the battery doesn't have a spindle operating device to run it ( only wire that carries conductive energy). If it was me on top of a new battery I'd also buy new battery cables which are cleaner than the old ones. OR I'd build my own with copper wire since copper is an excellent conductor I'd get a brass clamp and crimp the copper wire to the end. I would then test that line with a 20v DMM and see that it actually carries the voltage!! THEN apply to battery terminal as need.
