When the dash goes out, so does the backup camera. Also, when the dash is
out, the car often will not turn off without holding down the power button.
When it will not turn off, the car will not lock and the trunk latch will not work.

It sounds like you have a problem with what's called a "combination meter". Toyota has extended the warranty for this part. Your best bet is to try them first to see if they will fix it under warranty. If not you have two options. Have Toyota fix it for about a $1000 or take it out and send it to get fixed for about $125. I saw a listing on Ebay.

If you hold the power button until the hybrid turns off you can then press it twice with about a one and a half second pause to shut down the car

I have the same issue: more often when it's cold. I gathered all of the "quick-fix" manuvers I have found (push power, hold climate 3 sec, flip headlights on/off x3, etc...). Over the last two days, I tried every one I could find, and none of them worked. Then, I did this: INSERT KEYFOB. Power button (foot off brake), foot on Brake: I did all this with the driver's door open, so I would know if the dash lights were going to come on, and as soon as I touched the brake pedal, door ajar indicator came on. Pushed power, car started normally, with dashboard lights on
