Heater wont turn off on my 2009 chevy cobalt lt

The heater will not shut off in my car, even if it is
turned down to 0. Any ideas?

Are you talking about blower motor? Does it blow even with key off? Note the diagram, if you pull that fuse or relay, it should kill the blower motor. Any hvac trouble codes? Some of the national brand auto stores will check po codes for free. I don't about manufacturer specific codes, if the store will check them or not? Could be bcm --hvac control module or other. I can only help with testing, you have to do the testing. Don't replace anything unless your testing points in that direction.
