I have a 09 Silverado crew cab 4x4 flex fuel 5.3  
with the AFM crap and it has dropped a lifter and
I'm looking to buy a motor. Is there a motor I can
buy that will work in my truck that doesn't have
AFM

To be legal you will be stuck installing the same type engine but you can turn off the AFM. http://www.autoanything.com/performance- chips/range-active-fuel-management-disable-device

The device that disables the AFM, is it gauranteed to prevent the problems caused by the AFM?

Try GM for a new motor. There are other tuners that can deactivate the AFM so do your research. Since your truck is long past the warranty period you don't have that to worry about. http://www.chevrolet.com/performance/crate-engines
