Is voltage on low side of range? Is belt chafed like the pulley is holding it back? It is possible as they have bearings and will whine and whirl.

Ensure no idler or ancillary pulleys are the culprit, but possible the bearings on alternator. It will output OK until it seizes, causing some havoc.
