My 09 Avalon doesn't have bright lights?

When I hit the paddle for the bright lights the dash shows the bright lights are being asked for but I get no lights. Could it be possible I blew 2 bulbs at the same time or could there be a fuse somewhere just for the bright lights?

http://www.toyota.com/t3Portal/document/om/OM41430U/pdf/sec_04_03.pdf Page 362. Underhood fuse box Fuse #23 Left, (driver side) High-Beam and fuse #24 Right High beam. It has 4 headlight fuses, High/low ...L/R. Looking for diagram, but if you download that its there to be seen. There is also a circuit breaker, plug 7 that may trip and when cools off headlight come back on. But that all headlights, so doesn't apply to your problem
You really need to have a look at the owners manual. To much to write out, and can't copy and paste a pdf file. Push stalk forward to turn on High beams. Or Pull toward you to flash them and will spring back. What is the "paddle" you refer to? Meantime..fuses, both, bulbs, both, or switch. But also what do you mean "asked for" ? The blue icon come on? And you know that the High beams will never come on if Fog lights are on...right?
Thank you FordNut, my paddle is your stalk, my term" asking for" is the blue icon. Sorry for the poor terminology but you got my point, thank you.
Late answer but there is a service bulletin on your Avalon that would help. Headlight assemblies may need replacing! I am dealing with this now in 2019!
Hey GuruB15R9 did the dealer take care of this for you? I just bought a beautiful 2008 Avalon limited and the high beams don't come on...taking it in next week just curious if they will cover it? Thanks Jim
