Car brakes stuck on

Are there any warning lights lit up on the instrument panel? This could be an issue with the ABS system.
No nothing is lit up .I had a new brake plug fitted and the mechanic pulled up the handbrake so hard I couldn't release it could that be something to do with it.
Your brakes are dragging, the brake fluid heats up and expands applying the brakes even more. When the fluid cools the vehicle will move. Look for something pressing on the pedal, like a miss-adjusted brake light switch or mis-installed brake master cylinder (blocked bypass port in the master cylinder) and these are most common causes for hydraulic system.
If it's a problem with the ABS, the computer resets after being off for about fifteen minutes. Do you turn your car fully off for the half hour, or just stop moving? If it's fixing itself with the car still on, it's not the computer, but a mechanical problem.
