Window sill lets in dirt/tree leaves inside and cant get out anyone else have this problem?

I have several trees in my yard and the window sill on outside of window (where the window goes down inside the door) has a fuzzy fury next to the window and it allows all the dirt/tree leaves and just crap in the air to stay there and cannot get out. Is there something you can buy to fix this problem? It just stays nasty dirty there all the time, even when it is washed it is still there..

It is called the window sweeps on door, where window goes down inside the door. It trapps pollen and dirt inside and cannot get it out. Is there a solution, or is this a defect??? Thank you
